Zero idea. You could probably answer this by looking through the CVS
history of the partners web page.

Perhaps the criteria need to be adjusted, hopefully the folks behind
partners@debian.org would be open to that.

Not sure about that. Best mail the partners@debian.org address (and CC
noodles), one of the 4 people behind it should  be able to answer your
question. According to whois, the current registrar for debian.org is
Tucows Inc.

That said, I think the partners program was neglected for a while and
only recently revived by Andre.
