The first sentence might work better if you re-jig the order a little:

Debian Based Telecentro Helps to Include Millions of Brazilian Computer Users 
into Digital Society Every Year

Telecentro (the Brazilian Debian GNU / Linux based suite) is a custom solution 
which is currently being deployed in the Digital Inclusion Program of the 
Banco do Brasil. Telecentro is used at around 2,000 telecentres and computer 
rooms. The program is used all across Brazil through various partners such  
as local communities and Non Governmental Organizations. The program is 
already active in 953 cities with more than 40,000 donated computers, 2,900 
instructors trained, four groups of "people with special needs"(1) who have 
been trained in advaced Java, and more than 4 million low-income users who 
benefit from the work of program each and every year.
