I suggest you use
<http://ftp.de.debian.org/debian/dists/sarge/ChangeLog>

which is a copy of the above file.

Or maybe Alice-DSL block connection to ftp.debian.org,
who knows ? Or more probably some random lossage between
them.

While the hypothesis of the Spanish inquisition censoring either
Alice-DSL customers or ftp.debian.org is seducing, the traceroute you
provided do not permit to ascertain it.
