I don't think so since Ubuntu has a completely different focus.
Additionally, there are prople working on ubuntu who wouldn't spend
time on Debian for political reasons.
I would, however, appreciate, if Canonical Employees holding key
positions in Debian would either be allowed to spend payed time on
their Debian positions or be encouraged to step down.
