Does it really use it? I have:

CONFIG_CPU_FREQ_GOV_PERFORMANCE=y
CONFIG_CPU_FREQ_GOV_POWERSAVE=y
CONFIG_CPU_FREQ_GOV_USERSPACE=m

And the userspace governor doesn't get loaded.
