I think that that is precisely what it does...

I think that MacOS X (or at least, MacOS 9) had one such option to
toggle the necessity of the Fn key when accessing F1 etc.

If you're not into using your system the way it is, then you can always
turn that off with powerprefs/gtkpbbuttons/pbbuttons. If you prefer
things from command line, while shutting down your system, I think that
you could try to see if fnctl works for you (but it is not part of any
package that I know of).
