RARP and kernel 2.4.x

OK. I need rarp. I want it compiled in the kernel so I have a config to
do just that:

CONFIG_IP_PNP_RARP=y

However, after reboot, i get:

rarp -a
This kernel does not support RARP.

Now I find buried in the debian docs:

On systems using a Linux 2.4.x kernel, there is no RARP module, and you
should instead use the rarpd program.

I want auto discovery of the server IP address serving boot images.
However apt-cache search rarpd shows no such program? What gives?
