Maybe you should
grep '\^\@' /var/lib/dpkg/available
(It seems like that char combination was the one that was popping up).
I'm wondering, have you been using the same CD on all these installs?
How about trying the same grep on the cd:
grep '\^\@' /cdrom/debian/dists/woody/main/binary-powerpc/Packages
Is it the CD that's corrupted? Or if you delete and re-retrieve the file,
is it getting corrupted coming in over the network?
