debconf 0.1.71 broken

When I try to install debconf, I get:

Setting up debconf (0.1.71) ...
dpkg: error processing debconf (--configure):
 subprocess post-installation script returned error exit status 127


I tried to install an older version, this now fails also. I tried to have a 
look at the scripts that are executed, but I couldn't figure out how they 
work.

[root@herakles:/root]# dpkg -D2 --configure debconf
Setting up debconf (0.1.71) ...
