Errm. Aehm. You're right. I though that all the packages linking against
openssl will either have to include the license file or refer to it, but
they can also refer to /usr/share/doc/openssl/copyright for the entire
license.

I'm withdrawing my bugreport and proposal. Thanks for giving me a clue,
