DEP-5 states that the License field is required but this seems to make no sense for public domain. Could the DEP-5 document be updated to clarify this and have an example stanza for public domain.
Debian-perl is the wrong mailinglist for such question, and so is private mail IMHO. Proper place to discuss it is debian-project@.
This has been discussed before, however, and I believe nothing needs changing: The licensing field is required but must not contain an actual license: when there is no license (which is the case with PD, because there is noone to grant the license when ownership is passed to the public) then use the licensing field to explain why there is none.
