I was creating a package which depended on Modern::Perl 
(libperl5i-perl).  dh-make-perl didn't find a bunch of dependencies 
packaged, including Modern::Perl in libmodern-perl.

The "didn't run apt-file after libmodern-perl became available" theory 
is totally plausible.  I haven't worked much on the box in question in a 
while.
