That looks more like a glitch in qareport.cgi (or DebianQA/Classification.pm or DebianQA/DebVersions.pm) that the packages (which are "never_uploaded" to the archive) are sorted into the wrong category or the internal flag needs_upload is not set. (The svn cache is updated on each commit.)
