Correct. For building on woody we need a backported version of
debhelper since dh_install from woody's debhelper has a bug...

It is not for sid since the build-depends say

debhelper (>=3D 4.0.9) | debhelper (=3D 4.0.2.openoffice)

and the first one is satisfiable in sid and sarge.

You can get the 4.0.2.openoffice debhelper from here:
