That's correct. It doesn't concern package size, but it is still a
waste of space on the users machine if he doesn't want this emacs

You still would have to split the source package. If it really bugs you
then I would rather suggest to drop it alltogether, and only have
tuareg-mode packaged. If you are still on the ocaml mailing list (I'm not)
then you might ask there if someone is using the original ocaml
