You were put on hold as you're maintaining one package at the moment only,
which was NMUed already, so I could not see if you're still active. The
suggestion to apply for DM was for the case that you want to maintain
root-system only as it doesn't make much sense for most people to go trough
the NM process for maintaining one package.
