I already sent an application on Dec, 9: it was "stopped" for gpg-key-signing
issues. I think I've (at least, partially) solved these issues, since I got my
key signed by a guy, who has in turn his key signed by a DD:

Here comes the reasons whe I would like to enable David to upload packages:
David has perfectly proven that he understood how Free Software works and
has done a great job in contributing to Debian-Med. I was seldomly
checking Davids packages as a sponsor and thus I do not qualify best for
judging his packaging work but I observed several of his SVN commits that
enhanced packages in the Debian-Med area and show that he understands
how packaging works.
I consider Davids continuous work on the web tools he developed for
Debian-Med as his most important work for the project and we definitely
would not be were we are regarding documentation of the project if
David would not have done such a great job. I would like to work together
with David to move this stuff foreward to be of general use for all
CDDs.
