Something like that should not happen.  If someone has completed all
checks, they should be approved and an AM report sent in.

Can the AMs of these applicants either contact the applicant again and
continue with the NM process or reject the application.  I think when
someone has been on hold for 6 months, it makes sense to stop with the
application.
