debian/copyright:
- Upstream-Name: is for project name, not maintainer's name.
- Upstream-Contact: should list both name and e-mail address
  for upstream contact.
- License text for GPL-2, which is meant to be distinguished from
  GPL-2+, is identical to GPL-2+. The "or (at your option) any later
  version" part should be removed. But please make sure that
  upstream really means it. In most cases, it's GPL-2+.

debian/rules:
- As you have started refining rules for *-indep, the binary-indep should
  do absolutely nothing in your case, as no Arch "all" package is
  provided. But this line still does something:

    binary-indep: build install

- Same for build-indep target.

That's what I've found so far.
