Hello Arno,
in practice, this distinction has never been enforced, to the point that it is
not possible to tell if a package is specific to Debian just by checking its
source package format. Ikiwiki and Sbackup are examples that come to mind.
The format of a source package is just a commodity that can usually be changed
easily. The only caveat I know is that if a package uses a ‘native’ source
format and contains translation catalogs, it may receive updates for free…
