I've got a query about binary package names for my package below:

mosquitto - MQTT version 3 compatible message broker
mosquitto_pub - Mosquitto command line publish client
mosquitto_sub - Mosquitto command line subscribe client
python-mosquitto - MQTT version 3.1 client library, python bindings

Should the library -dev package names have the SO version number in or
not? In other words, should libmosquitto0-dev actually be
libmosquitto-dev? I've seen packages both with and without an SO
version.
