Usually one just gets the package into the archive and deal with build
failures after the fact. Having a good test suite will help detect
when the package fails to work after having built successfully.
For figuring out problems, some of Debian's machines are accessible to non-DDs:

For the ones marked as public click on the machine link and mail the
address listed in the admin contact field. I'm not sure about the
procedure, but for the DSA-maintained machines you will likely need at
least a DD-signed OpenPGP key and agree to the DMUP:

Alternatively you can ask your sponsor to perform the debugging for you.
