reinclude removed package: soci

Hi,

the soci library (C++ Database Access Library [1]) has recently been removed from the testing archives[2].

Now I would like to adopt this package. I have familiarized myself with packaging and am  in contact with upstream.

But I am not clear about the procedure to get it back into debian.

Do I file a ITP bug or do I reopen the orphan bug?

Also it only had one minor bug filed against it (which can be fixed easily) and was removed a just few days ago.

Is it to late to get it back into squeeze?
