As noted in the previous email, I would like to become a maintainer for this package, but am painfully unaware of the steps/protocols to do so.

First of all, please note that a package maintained by the QA Team is a package without a proper maintainer: the team takes over maintenance for "orphaned" packages (those that the previous maintainers, for various reason, didn't want to maintain anymore).
