Hi,
it is probably that debhelper installs the docs (README AUTHORS
ChangeLog TODO) in /usr/share/docs/foo and the makefile in /usr/doc/foo
(see Makefile.am). The file names of the docs are generic enough that
Debhelper guesses them.
