Yes, it is. You can dissect the paragraph in 3 ideas:
- Behave sensibly when invoked with 'start' and already running
- Behave sensibly when invoked with 'stop' and not running
- Don't kill unfortunately named user processes.
2 and 3 are separated because of the comma before the 'and'.
