I'm not sure, maybe it isn't sbuild that is changed, but the buildd
software. First of all, buildd isn't provided in Debian, you have to
fetch it from external locations (deb http://db.debian.org
debian-admin/).
Second, the detailed setup is rather complicated, it doesn't work with
apt-get install only; there's a cheat sheet on
http://people.debian.org/~aba/buildd/cheat.html. Maybe if you search
for references for that page on debian-devel, you'll find more
information.
