herm... sorry, after the suggestion from Steve Lagasek[1] I changed my
mind a little (I understood the usefullness of Packages-arch-specific),
see below

I'm trying to contact ftpmaters asking them to add
xfree86-driver-synaptics to Packages-arch-specific with an '!s390' entry
(as xsever-xfree86 has the same entry there) and to remove the s390
binary.

I haven't submitted a bug since this is not a 'complete' removal (as
read on devel-ref 5.9.2) but I wrote to them directly (ftpmaster@d.o).
Am I wrong wrt to this procedure?
