No, these are two unrelated statements about the same package.  The
first states that a removal has been requested, the second explains why
the package would not be updated in testing even if the removal request
was *not* in place.

However, removal requests also need to respect the integrity of testing
as a releasable whole, so if removing the requested package would make
other packages uninstallable, the removal request fails until this is
dealt with manually.  In this case, abiword and lyx are the packages
that block its removal, as per the update_output.txt report.
