You could depend on sudo and call sudo shutdown.

(That is what i did with gshutdown in gnome, gnome2 does not seem to
have gshutdown, so i am out of luck).

That said, you still would need to have the corresponding user having
sudo privilege, and i think this need to be done by hand.
