Cannot install ssmtp (was: Preventing installation of specific packages)

Okay, so exim4 is not pulled in by the bootstrapping process (as far
as I can see), and anacron gets installed, so there's nothing wrong
with the package list. What is going on? Why can't I get ssmtp
