users and startup

Dear all,
I must put a file in ~/.config/autostartup/ that it make a link to my 
startup file.I created /home/user/.config/autostartup .Unfortunately 
,when i created new image, my file in above directory doesn't exist.
How can i put a file in user user's startup?
