Well, on second thought, maybe not. dev-ref is a best practices
document, and there isn't at all consensus about this. See also #288568)
First please get some package installation tools (synaptic, aptitude) to
have a well-defined view on the short description, and then policy can
be adjusted to copy that. Afterwards, you can file wishlist to have
lintian check for whatever is agreed on :).
