Bug#290505: lintian: gives warning if package synopsis starts with an article

In response to bug #258824, version 1.23.6 of lintian started reporting a
warning if the short description of a package begins with an article (a, an,
the).

By that bug reporter's own admission,

  "About 50% of all packages do not stick to this recommendation"

, which is a rather solid condemnation that this particular recommendation
found at
<http://www.nl.debian.org/doc/developers-reference/ch-best-pkging-practices.en.html#s-bpp-pkg-synopsis>
does not represent a best-practices consensus.

It is not lintian's place to attempt to create and artificial consensus in
this manner.  (Nor is it the place of the developer's reference to do so,
IMHO, but I'll deal with that later and at leisure.)
