Bug#288568: lintian: exceptions for description starting with capital letter

I saw some of such packages ;)

But when this check has been incorporated? I didn't get any warning few
days ago, and now I see that most of my packages has this problem.

I think only checking if description starts with A/An/The is useful.
Checking for capital letters in general would have include many exceptions.
