Trademarks reserve the right to use signs: If you don't have a license to use that trademark, you may not use it with your products. According to what you have quoted, there is no general license for the public to use the Firefox logo.
From a practical point of view: I don't think this is intended by the Mozilla people. Probably they will grant you a license, if you ask.
