No.

Trying to add extra restrictions onto the GNU GPL results
in a sort of self-contradiction, where it is not clear
what the license of a modified version should be.  

	- is this a "free software" license in the FSF definition?

The specific requirement he wants to use is acceptable in free
software licenses.  Some parts of LaTeX use it.  But he cannot do it
this way.

	- is this license free enough to allow an inclusion of the software
	  into debian?

You shouldn't use it unless he redoes it in a way doesn't
try to add requirements to the GPL.
