No, it does not (fortunately!).
You're probably referring to GPLv2 clause 3b...
That is *one* of three alternative ways to comply with the license (when
you distribute the work in object code form): of the other two ways, the
one depicted in clause 3a is the DFSG-free one. And Debian chose to
distribute under clause 3a, since (as stated at the end of GPLv2 section
3.) offering source and object code side by side for download from the
same place counts as compliance with clause 3a:
| If distribution of executable or object code is made by offering
| access to copy from a designated place, then offering equivalent
| access to copy the source code from the same place counts as
| distribution of the source code, even though third parties are not
| compelled to copy the source along with the object code.
