Well, it seems so...
If it is really so difficult to figure out how to rebuild, even for
knowledgeable people, then, yes, something is missing.

And that is really unfortunate.
It should be fixed:

 a) either by asking upstream for the extra info

 b) or by rebuilding in a reasonable way *and* providing info about that
    reasonable way
