Is libreludedb DFSG compliant?

Hi

I am the maintainer of prelude software, a *Hybrid IDS:
http://www.prelude-ids.org/

The new release (0.9.x) create a new library: libpreludedb.

I package it, but it was rejected due to issue on the understatning of
the licence.

So I ask for your understanding...

This is the LICENSE.README file provided with the sources of libpreludedb:

----
This directory and its children contain LibPreludeDB, a library for using
the Prelude database.

Copyright (C) 2005 PreludeIDS Technologies SARL. All rights reserved.

This library is made available under a dual licensing scheme.

If you link LibPreludeDB against other code all of which is itself licensed
under the GNU General Public License, version 2 dated June 1991 ("GPL v2"),
then you may use Libprelude under the terms of the GPL v2, as appearing in
the file COPYING. If the file COPYING is missing, you can obtain a copy of
the GPL v2 from the Free Software Foundation Inc., 51 Franklin St, Fifth
Floor, Boston, MA 02110-1301, USA.

For any other uses of LibPreludeDB, you must first obtain a commercial
license
from PreludeIDS Technologies SARL. Please contact info@prelude-ids.com for
information about commercial licensing.

Please also read the information in the file HACKING.README.
----

As it was linked with GPL libraries, I think the package is GPL and can
go to main, what is your opinion?

Thanks for your help

Mickael
