IMHO, no.
Because the Freeness status of a package is far more complex than a
single license name.
Many times you have works under different licenses packaged together.
Then there are additional permissions (or restrictions!) that go beyond
standard licenses.
Awkward licenses that have no name at all.
Actively enforced software patents to cope with.
