how exatly, is php itself not gpl compatible, or only the php scripts?

if php itself is gpl compatible (sorry, i simply don't know), the
problem is about php-scripts not being gpl compatible?

or is it the php package not being gpl compatible, but linked against
mysql?

what about python, do we have similar problems there?
