Correct: this will be more clearly stated by a new wording of the social
contract that has already been approved[1] and will come into effect

Correct, unless the packaging can be considered "mere aggregation" of
the icon and the rest of the package.

Correct. It doesn't look as a very clear license, but it seems to be
GPL-incompatible and *not* DFSG-free (it restricts use, it doesn't give
any permission to copy, distribute, or modify).
