You have an example of a dual-licensed work.
You can distribute the manifesto under the "No modification" license, or at
your option, you can abide by the translation requirements of the GFDLed
manual. And if you remove all the technical sections of the GFDLed manual,
(leaving just the invariant sections) you can distribute a translated
