Not precisely, no. Fair use in the US is determined by the courts
after the fact, and there's a degree of flexibility in their
interpretation. There is no such thing in Australia. Some of the same
rights are protected by legislation, others aren't. Relying on "fair use"
isn't an appropriate thing for Debian to do.
