Are they a local user?

If so, try this in your /etc/inittab

# What to do when CTRL-ALT-DEL is pressed.
ca:12345:ctrlaltdel:/sbin/shutdown -t1 -a -r now

I have this setup for a test network of thin clients that run rdesktop.
User logs in with an account, and when they're done, just ctrl-alt-del it
after logging out, machine shuts down cleanly.
