Yes, this problem has already been reported on debian-l10n-french once
in November last year:
http://lists.debian.org/debian-l10n-french/2007/11/msg00092.html
I suggested to replace "« ... »" by "<quote>...</quote>" to
avoid any problem with xsltproc in the French manpage generation.
