You really might want to take advantage of the iso-codes package
existing translations. I have a somewhat whacky example of a method to
use ISO-639 translations from iso-codes in my geneweb package and
avoid duplicate (and boring) work to translators.

Looking at this for post-etch could be an interesting idea.
