Why is this a section 1 man page?

The former fr man page was section 8, just like all other man pages
translations.

I need the relevant explanation for commiting the file to the SVN.

I propose keeping the PO files in a man-po/ directory in the source
tree. There is currently no build system for building these man pages
from the PO files (it would require using po4a in Makefiles, I
guess....). But that would keep track of the work.

Including the build of translated man pages into aptitude's Makefile
would be great... Maybe one of my fellow fr translators colleagues
will be able to do the job (I'm not competent enough for that).
