Yes, this is this exact character. It is a non-breaking space
character.

French typography requires it before "?" and "!" as well as before and
after ":", ";"

More precisely speaking, correct french typography has a space before
"?" and "!". For avoiding a single "?" or "!" at the beginning of a
line, this space cannot be used for breaking lines.

The same happens for ":" and ";" but, there, both the spaces before
and after the character cannot be used for breaking lines.

Another place for non-breaking spaces : the french "guillemets" : «
and ». The opening one must have a non-breaking space after it and the
closing one must have a non breaking space before it.

This is quite different from english typography, where both "?" and
"!" do not have a space before them. ":" only has a space after it in
english, also.

For properly rending these non breaking spaces, the debian french
translation team choose the \xA0 character. You will find
it in nearly all french debconf translations (at least for all those
who were proofread by the debian-l10n-french mailing list users).
